[bug-mailutils] needs $HOME set for some reason

Odd,
$ unset HOME; MAIL=/home/jidanni1/Maildir mail -H
No applicable messages

Why isn't MAIL enough?

Also if there are messages with HOME set, then should the error message
above be different? e.g., "HOME not set, cannot give accurate answers
for some reason. Aborting'.
