[bug-mailutils] Review of Debian patches

Hi Sergey,

As I do periodically, I'm posting a link to the current Debian patches
that I've been dragging along for a while so you can consider applying.

Some of them we have already discussed and accepted (like   siev
e2scm_help_output.patch) but never made it in.

If you let me know which are acceptable, I can submit them in git am
format if you like.
